Well, we need your shoulders to work properly to take tension off your neck, and there are certain muscles and imbalances that prevent it from working optimally. One muscle that can contribute to the situation is the pec minor when it does not function optimally when it is too tight it does not let the shoulder blade go into elevation and upward rotation, which then activate some of the neck accessory muscles to work overtime to pull up the shoulder blade. Those neck muscles then pull on the head and neck itself causing pain.. It will also lead to shoulder impingement and other shoulder dysfunction.
