Add Distilled Water and Glitter and a small amount of glycerine to slow down the fall of the glitter.  Glue the plastic/ceramic figure/tree onto the slightly roughened [to give tooth] inside of the lid with epoxy [waterproof] glue.  ~Allow to dry~ Invert and screw on [if lid is not seasonally coloured, firstly spray/paint it so]  Turn upright, shake and grin :D

How to Make a Snow Globe

Roughen inside of lid with sandpaper. Adhere figurines to lid with clear-drying epoxy; Fill jar almost full with distilled water. Add glitter and a dash of glycerine. Screw lid on jar tightly and LET IT SNOW!
